Can a homeowner be the general contractor on his/her own home?

Yes, a homeowner can be the general contractor (if the home is his/her primary residence) with the understanding that all rules and regulations set forth by the City of Siloam Springs and the State of Arkansas according to the building codes are to be followed and that the homeowner is ultimately responsible for the work that is done.
