(UPDATED) Temporary Closing of Utility Billing Office, Reopening December 9. 


The City of Siloam Springs' utility billing office in City Hall is temporarily closed beginning Wednesday, December 2 and reopening Monday, December 9. Utility bills (paying electric, water, sewer, and trash bills) can be done so on below

You can pay via credit card, via bank withdrawal or via electronic check. Cash payments will be accepted by appointment only by calling 479-524-5136 ext. 1 

**The City will not charge late fees on utility bills and not shut off utilities. Beginning December 2 through December 13 the 3% fee charged by the City to residents paying bills with credit cards is suspended. ** 

Questions regarding payments can be answered via phone at 479-524-5136 ext. 1 or by emailing 
serviceorder@siloamsprings.com  Please include the account number and/or the service address and a means of contact.

Service changes, such as new services or changing address of services, can be made over the phone by calling 479-524-5136, ext 1. 

Please note there may be a delay in response due to increased calls.  City staff will return your email or phone call.

How It Works

We have partnered with Xpress Bill Pay, the premier provider for online bill payment systems.

When you sign up for online bill payment you get a unique password to access your personal account at XpressBillPay.com. Every month we’ll send you a reminder e-mail to let you know when your bill is online.

Then, just log in through your Web browser and view your bill, which will look like the paper statement you’re familiar with. Select a payment type — credit card, debit card, or electronic funds transfer — enter the information, and you’re done!

It’s that easy, and it only takes you a few minutes each month.

All customers who utilize online bill pay will need to create a new account will Xpress Bill Pay. This will only need to be done once and you can read the process of setting up an account below.

GO GREEN: You can elect to “Go Green” and select paperless billing. With this option you will receive an e-mail informing you when your utility bill is ready to be viewed and paid. No more “junk mail”!

How to Sign Up

1)      Click on the "Xpress Bill Pay" link above which will take you to the Xpress Bill Pay registration. 

2)      Click on "Go" button below "New to Xpress Bill Pay" and complete the short registration form including email address and   password.

3)      Type/Select your billing organization, "City of Siloam Springs" and follow the prompts for linking your bill.

4)      Once your bill is added to your account, you can view and pay your bill online, or setup a recurring auto payment schedule.

Online Bill Payment Facts

  • It’s free to sign up for online bill payment.
  • You can pay your bills with a credit or debit card.
  • You can pay your bill from anywhere, as long as you have access to the Internet. No need to worry about late payments if you’re out of town when your bill is due.
  • After you complete the transaction, you can receive an e-mail receipt to confirm the payment went through.
  • If you’d like, you can select the auto-pay option and your bill will be paid automatically each month.

View Your Utility Bill Online

You can also use this site just to see what your utility balance is at any time. After a payment, please allow a few days for the payment to appear online. The City receives funds from Xpress Bill Pay the next business day after the payment is actually made. The City uploads utility information to Xpress Bill Pay each business morning.

The City is also using this system for the automatic payment accounts. If you wish to change the account number the system uses to process your payment, please log-in to Xpress Bill Pay and make that change.
